Neither have final release dates, but anytime between December and January seems plausible based on prior timelines. As for Samsung users, One UI 4 is already in the beta-testing phase. Oppo has announced ColorOS 12, its Android 12-based operating system, and beta testing for that began on October 11. It remains to be seen when the update will arrive on other phones. It’s also worth noting that the Pixel 3 and Pixel 3a are not expected to get Android 12L (more on that below), while the Pixel 4 and newer will.
